Brazilian Pastel Recipe with Beef Filling

Utensils needed:
- 2 cups All Purpose Flour
- 1 Egg, yolk only
- 2 Tablespoons Butter, softened ((I used salted, but unsalted is fine too))
- 1/3 cup Water, room temperature
- 1 teaspoon Salt
- 1 lb Ground Beef ((I used 90% Lean))
- 1 teaspoon Olive Oil
- 2 Cloves Garlic, minced ((or 2 teaspoon garlic powder))
- 2 Scallions, sliced thin
- 2 tablespoons Fresh Cilantro, chopped
- 1 tablespoon Chili Powder
- 1 tablespoon Cumin Powder
- 1/2 teaspoon Salt (or to taste)
- 1 teaspoon Ground black pepper
- Water to help seal the pastel edges
- Oil for frying ((I used Soybean Oil))
